Context
A national programme to strengthen the competencies of public-sector leadership, aimed at officials and managers from administrations that differ by type, region and size.
The challenge
Reaching a very large audience spread across many organisations with a single competency model, running the assessment remotely and returning results that serve both the individual and those who plan upskilling and reskilling policies.

- Mapping of the public administration’s competency model (seven areas) onto the Deeper Signals psychometric constructs, backed by more than fifty years of scientific research.
- Design of the programme’s communication: invitation emails, reminders and a kick-off video built for a large, distributed audience.
